In recent years the conduct of Communist China has been a matter of increasing concern to the United States. At my request the Department of State has prepared an analysis of the activities of Communist China both in the international and in the internal spheres. This analysis indicates clearly the aggressive and unscrupulous character of that regime. I am making this document

available for the information of the members of the Committee on Foreign Affairs as well as other Members of the Congress.
