THIRTY-NINTH ANNUAL REPORT

To the Honorable, the Legislature of the State of New York:

The Board of Managers of the Newark State School for Mental Defectives respectfully submits its annual report for the fiscal year ending June 30, 1923.

The Board of Managers most heartily approves of the administration of the school during the past year. A harmonious feeling exists among our employees. This, with the economy of administration, the generally satisfactory condition of health of the inmates and the introduction of many details to keep us abreast of the times has given us a very satisfactory year. While we have been unable to add materially to our bed capacity, we have admitted a fair percentage for whom admission requested.

With the possibility of the people of the State approving of the bond issue of $50,000,000 for the development of the institutions for unfortunates, we wish to make the following recommendations: First: That the State be districted and that this school receive from the western part of the State only. To do this our policy of caring for females only will have to be changed so as to care for both sexes. In this connection we should have considerable more land for building purposes and also some good farm land where a portion of the male population could be profitably occupied.

Medical Staff: With the enlargement of the school there should be an increase in our medical staff. We should have a psychiatrist, who may devote his time exclusively to mental examinations and research. And we also need additional members on our staff to undertake the work of the clinics in our community and to assist in other extra institutional work.

COLONIES

We have one colony at Geneseo, operating successfully. If funds are provided by the Legislature other colonies may be opened.

DELINQUENTS

We wish to repeat our suggestion of a year ago that the obviously delinquent girls should not be committed here, but directly to the institutions for defective delinquents.
