The committee met at 10 a. m., Hon. Schuyler O. Bland (chairman) presiding. The CHAIRMAN. The bill to be considered today is H. R. 9798, to establish a system of unemployment insurance for the maritime industry, and for other purposes. I have introduced the bill which is pending before the committee because I am in sympathy with the purpose of the bill and the objectives to be attained. The particular bill, however, was drafted under circumstances which will be explained, at the instance of the Chief Executive, and I have not participated in preparing the bill or in any of the conferences or studies which have resulted in the language now before the committee. I assume no responsibility for the provisions of the bill, but consider it deserving of most careful consideration by the committee, in the light of all information that may be presented before the committee or that the committee may obtain from any source. I introduced the bill by request, for I wish to keep an open mind on all of the provisions of the bill and to make clear that my sponsorship of the bill is for the purpose of getting this draft of the legislation before the committee and making it the basis of a study by the committee. I wish to have a full discussion of all of the provisions of the bill and all of the problems or factors with which the bill deals. The fullest information is desired and every opportunity will be given to all who wish to be heard. The chairman, and I believe every member of this committee, desires to know, so far as possible, all that may be known about the bill. The first witness whom I will call on this morning is connected with the Railroad Retirement Board, a gentleman of ability and fine attainments, who has been connected with the draftsmanship of the bill. As I say, I wish to get all the information that can be obtained and have the benefit of all the light that may be thrown on this particular bill that is now before the committee, which is rather complicated, and on which I wish full information.
