BUREAU OF FOREIGN AND DOMESTIC COMMERCE,

Washington, June 20, 1917. SIR: There is submitted herewith a report on the markets for construction materials and machinery in Venezuela, prepared by Special Agent W. W. Ewing, who is conducting for the Bureau an investigation into the opportunity for these lines in Latin American countries. His first report, covering the Republic of Cuba, has already been published as Special Agents Series No. 139. Mr. Ewing found in Venezuela a disposition to restrict building activities at present, because of the increased prices and disarrangement of commercial conditions resulting from the war. Such articles as are needed to satisfy Venezuelan requirements are now coming very largely from the United States, but Mr. Ewing believes that, unless American manufacturers take effective measures to meet European competition after the restoration of peace, the trade will undoubtedly tend to return to its former channels A careful and judicious cultivation of the market is therefore essential to the maintenance of the favorable position now enjoyed by the United States. Although construction work is not being carried forward with special energy at this time, the field is susceptible of marked development in the future. Respectfully,
