SIR: There is submitted herewith a report by Commercial Agent Archibald J. Wolfe on chambers of commerce and other commercial organizations in France, together with a summary of governmental activities in promoting commerce. The history of French chambers of commerce and allied bodies, the character of the existing chambers, the functions of manufacturers' associations, and the various agencies and methods of the Government for the furtherance of trade are considered in some detail.
