ent with Her Majefty's Service, and the Good of Cornwal, wherein you may be affured of my Concurrence; for I fhall always be ready to teftifie my natural Affection and Efteem for this County,whofe Profperity I do heartily wish.

I refer to my Vice-Warden to lay before you the prefent State of the Stannaries, which I doubt not but he will perform to your Satisfaction; and I hope that this Meeting will have fo happy a Conclufion, as will engage us all to join in our most humble Thanks to Her Majefty, for Her unparal'lel'd Goodness towards us, and that the whole County may pray as with one Voice, for the Life and Happy Reign of our moft Gracious Sovereign Lady Queen Anne, whom God long preferve, for the Benefit of all Her Subjects, on the Throne of 'Her Royal Ancestors.

Then the Convocation being withdrawn, chofe Mr. Buller, their Knight of the Shire, to be their Sept. 18. Speaker, and two Days † after came to these unani mous, Refolutions, That they agreed to let Her Ma'jefty have Sixteen Hundred Tuns of Tin Yearly, at the Rate of Three Pounds Ten Shillings per Cent. Stannary Weight, for Seven Years; and that 'the Commencement of the Farm be from the first C of December enfuing. Her Majefty's condefcending to take fo great a Quantity of Tin Yearly at the foremention'd Rates, was certainly a high Favour to the Gentlemen of the County, who before could hardly Sell that Commodity at Two Pound Ten Shillings per Cent,

On the 19th of September, a Proclamation was publish'd to prorogue the Parliament from the 14th of October, to the 4th of November; and on the 7th of October, the Queen and the Prince fet out from Bath, and arriv'd the 9th at Windfor. On the 24th the Lord Granville, having before concluded the Contracts with the feveral Parliaments of Tinners of Cornwal and Devon, gave the Queen a full Account of their Proceedings, and prefented to Her Majefty two Addreffes, expreffing their grateful Senfe of her Majefty's Favours, and hearty Wishes, for the Prof perity, and long Continuance of her Aufpicious Reign,

On the 28th of October, Sir John Parfons, Lord A: G. Mayor of London, for the Year enfuing, was Sworn 1703. at Guild-hall, and Sir Samuel Dashwood, the late Lord

Mayor, furrendred to him the Chair, together with Sir John the Scepter, Scales, Purfe, and City Keys, the Parfons Badges of that great Office. The next Day the Sworn Lord new Lord Mayor went to Westminster, and was Mayor of Sworn in the Court of Exchequer; after which he re. London. turn'd by Water to Black Frjars. Stairs, and from thence proceeded, with the ufual Solemnity, to Dra pers ball, where a noble Entertainment was provi ded, at which were prefent, Lords, and others of The Duke Her Majelty's Privy Council, the great Officers of of MarlState, divers of the Nobility, the Judges, and other borough Perfons of Quality. The next Day his Grace the from HolDuke of Marlborough arrived from Holland; and on land, Offo the 4th of November, the Parliament was further 30. Prorogued to the 9th of the fame Month, on which The Parlia Day the Queen open'd this Seffion by the following ment meets Speech to both Houses: Nov. 9.

I hope I have improved the Confidence you repofed in Me laft Year to your Satisfaction, and the Advantage of Us, and Our Allies, by the Treaty with the King of Portugal, and the Declaration of the Duke of Savoy, which, in great Measure, may 'be imputed to the Cheerfulness with which you Supported Me in this War, and the Affurance with which you trufted Me in the Conduct of it: 'And We cannot fufficiently Acknowledge the Goodness of Almighty God, who is pleafd to Afford Us fo fair a Profpect, as We now have, of bringing it to a Glorious and Speedy Conclufion.

I must therefore defire you,Gentlemen of the House of Commons, to grant Me fuch Supplies as fhall be Requilite to defray the Neceffary Charge of the War in the next Year, with Regard not only to all Our former Engagements, but particularly to "Our Alliance lately made to the King of Portugal, for Recovering the Monarchy of Spain from the 'Houfe of Bourbon, and Reftoring it to the House of Auftria, which Treaty being in it felf of the highest Importance imaginable, and requiring all poffible Difpatch in the Execution of it, has neceffarily Occafion'd a great Expence, even in this prefent Year, tho' not fo much as it will Require, and for which, I hope, We fhall be amply Recompenfed in the next.

The Subfidies which will now be immediately Required, for the Affiftance of the Duke of Savoy, 'will likewife Occafion a further neceffary Charge.

I must take notice to you, that tho' no particular Provifion was made in the laft Seffion, either for the Charge of our prefent Expedition to Portugal, or for that of the Augmentation Troops defired by "the States General, yet the Funds given by Parlia'ment have held out fo well, and the Produce of the 'Prizes has prov'd fo Confiderable, that you will find the Publick will not be in Debt by reafon of either of thefe Additional Services.

I may further Obferve to you, that tho' the Funds for the Civil Government are Diminisht by theWar,I have in Conjunction with the States General, Contributed out of My Own Revenue, towards 'fome Publick Services, and particularly the Sup. port of the Circle of Suabia, whofe firm Adherence to the Intereft of the Allies under the greatest Pref fures, did very well Deferve Our Seafonable Affiftance. And I fhall ftill be Careful not to Engage My Self in any Unneceffary Expence of My Own, that I may have the more to Spare towards the Eafe ⚫ of my Subjects.

Coals: I have Examined this Matter, and taken particular Care to appoint Convoys for that Service; but the Price has not been in the leaft Aba'ted, notwithstanding a very confiderable quantity 'has been Imported fince that time; This gives great Ground of Sufpicion, there may be a Combination ' of fome Perfons to Enrich themfelves by a general Oppreffion of others, and particularly the Poor: 'Twill deferve your Confideration how to Remedy this great Inconvenience.

And in all your Affairs, I muft Recommend to You as much Dispatch as the Nature of them will admit; This is neceffary to make Our Preparations early, on which, in great Measure, Depends the good Succefs of all our Enterprizes.

'I want Words to Exprefs to you My earnest Defires of Seeing all My Subjects in perfect Peace and Union among Themfelves: I have nothing fo much at Heart as their general Welfare and Happinefs; Let me therefore defire you All, That you 'would carefully Avoid any Heats or Divifions that may Disappoint Me of that Satisfaction, and give Encouragement to the Common Enemies of Our 'Church and State.

We do most gratefully acknowledge Your Majelly's Singular Care in the good Management and Application of the Publick Money, whereby Your Majesty's Exchequer hath greater Credit, in this fo Expenfive a War, than was ever known in the 'moft Flourishing Times of Peace, and Your most Signal and Unparallel'd Grace and Goodnefs to Your People, in contributing out of Your Own Revenue towards the Publick Service, particularly Your Majefty's moft, feafonable Affiftance to the "Circle of Suabia.

The many Bleffings we enjoy under Your Ma'jefty's moft Aufpicious Reign, and Your Tender Regard to the general Welfare and Happinefs of Your Subjects, juttly require our utmost Returns of 'Duty and Gratitude. And Your Majefty may be aflured, That Your Faithful Commons will Support Your Majefty in Your Alliances, and effectually Enable Your Majefty to carry on the War 'with Vigour; to which nothing can more Contribute, than a Firm Union among our Selves: We 'therefore crave Leave further to affure Your Majefty, That we will, according to Your Majesty's Defire, carefully Avoid any Heats or Divifions that may give Encouragement to the Common Ene( mies of the Church and State.

The Queen's Am very well pleafed with your Affurance of Supporting me in the Prefent War, and your kind Acknowlegements of My Endeavours to bring it to a happy Conclufion.

You may affure your felves, I shall always pursue the True Intereft of the Kingdom, and omit nothing that may Promote the general Welfare of My People.
