Present: Senator Gore (subcommittee chairman), and Senators Lausche, Church, Dodd, and Wiley. Senators Fulbright and Aiken also attended.

George W. Ball, Under Secretary of State, accompanied by G. Mennen Williams, Assistant Secretary of State for African Affairs, briefed the committee members on the Congo situation.

TUESDAY, JANUARY 23, 1962

The committee continued into executive session at 12:16 p.m., in room 4221, new Senate Office Building.

Present: Chairman Fulbright and Senators Sparkman, Humphrey, Mansfield, Morse, Gore, Church, Symington, Wiley, Hickenlooper, Aiken, Capehart, and Carlson.

On motion by Senator Humphrey, and without objection, the committee approved the nominations of William C. Foster, to be Director of the U.S. Arms Control and Disarmament Agency; Adrian S. Fisher, to be Deputy Director of the U.S. Arms Control and Disarmament Agency; Frederick G. Dutton, to be Assistant Secretary of State for Congressional Relations; William J. Handley, to be Ambassador to the Republic of Mali, and Henry R. Labouisse to be Ambassador to Greece, for report to the Senate.

The International Convention for the Northwest Atlantic Fisheries (Mollusks) (Executive M, 87th Congress, 1st Session), and the Protocol Relating to an Amendment to the Convention on International Civil Aviation (Executive N, 87th Congress, 1st Session), were approved for report on motion by Senator Humphrey and without objection.

The nominations of Chester A. Bowles, to be the President's Special Representative and Adviser on African, Asian, and Latin American Affairs, and Ambassador at Large; George W. Ball, to be the Under Secretary of State; George C. McGhee, to be Under Secretary of State of Political Affairs; John O. Bell, to be Ambassador to Guatemala; John H. Burns, to be Ambassador to the Central African Republic; Parker T. Hart, to be Ambassador to the State of Kuwait; Ridgway B. Knight, to be Ambassador to Syria; Armin H. Meyer, to be Ambassador to Lebanon; Raymond L. Thursten, to be Ambassador to the Republic of Haiti; Dr. Ansley J. Coale, to be U.S. Representative on the Population Commission of the Economic and Social Council of the United Nations; and John M. Cabot, to be Ambassador to Poland were approved unanimously for report.

The committee agreed to hear in open session W. Averell Harriman discuss the situation in the Far East at a later date in connection with his nomination to be Assistant Secretary of State for Far Eastern Affairs.

The bill (S. 512) To extend the time for completion of the Free Highway Bridge between Lubec, Maine, and Campobello Island, New Brunswick, Canada, was ordered reported without objection,
