THURSDAY, JANUARY 11, 1962

U.S. SENATE,

COMMITTEE ON FOREIGN RELATIONS,
Washington, DC.

The committee met in executive session at 10:40 a.m., in room F-53, Capitol.

Present: Chairman Fulbright, and Senators Sparkman, Humphrey, Mansfield, Morse, Gore, Church, Symington, Wiley, Hickenlooper, Aiken, Capehart, and Carlson.

Appearing on their own behalf were William Edward Stevenson, nominated to be Ambassador to the Philippines, and William Avery Crawford, nominated to be Minister to Rumania.

The Chairman announced the next order of business as an original resolution authorizing committee expenditure of $160,000 for studies and investigations by the committee during the calendar year 1962, and until January 31, 1963. On motion by Senator Sparkman, seconded by Senator Humphrey, the resolution was approved for report without objection. (See S. Res. 246.)

The committee then considered an original resolution authorizing expenditure of $5,000 each calendar year for the reception of visiting foreign dignitaries, and to authorize the committee to employ one additional professional staff member to plan and assist in such reception. On motion by Senator Sparkman, seconded by Senator Humphrey, the resolution was unanimously approved for report. (See S. Res. 247.)

The committee concluded to consider certain nominations without the necessity of public hearings unless some one member of the committee would otherwise request.

The committee discussed a provisional staff study on the economic impact of arms control agreements.
