II.

REPRESENTATION AND CREDENTIALS AT CONVENTION.

1. Upon the conclusion of the Post meeting held to elect delegates to the Special State Convention there will be made out in triplicate a statement to be signed on each copy by the Post commander, containing the following information: (a) Name, number, county and district in which Post is located.

(b) Total paid-up membership at midnight, Dec. 20, 1919.

(c) Total number of delegates to which Post is entitled.

(d) List of names of delegates, designating the Post delegation leader.

2. The original copy of this statement will be given to the Post delegation leader, one copy will be mailed so as to reach State Headquarters not later than midnight, Monday, December 29, and one copy will be filed at Post headquarters.

3. As a credential paper, each delegate will be provided with a statement in writing, as follows:

and accredited delegate to the Special State Convention at Boston, Mass., on Jan. 3, 1920.

III. INFORMATION BOOTH.

An information booth will be established on the landing of the left staircase inside the entrance to Faneuil Hall.

1. The Convention Committee will sit in the superintendent's office at Faneuil Hall to accept credentials. Post delegation leaders will report their entire delegations to desks in this room at the time specified below.

This schedule must not be delayed; otherwise confusion will result.

2. The delegation leader will submit the credentials of his delegation to the collector or his representative. At the same time he will submit the original copy of the list of the delegation from his Post, corrected to date, and he will receive in return badges for his delegation.

V. SEATING OF THE CONVENTION.

1. The Convention will be held in Faneuil Hall. Only delegates with badges, press representatives, official stenographers, etc., bearing authorized invitations or passes signed by the Department Adjutant, will be allowed admittance to the Convention floor.

2. Delegates will be seated by counties. Markers for counties will be placed in the hall.

VI. OPENING OF THE CONVENTION.

The Department Commander will call the Convention to order at 11 A.M. The Department Chaplain will offer invocation.

Robert's Rules of Order will govern the procedure.

VII. CREDENTIALS COMMITTEE.

1. The Department Commander will designate a Credentials Committee of nine members, one from each district, to examine the credential papers turned over to it by the Convention Committee Collectors, and announce the true voting strength of each Post. The Credentials Committee, by a majority vote, is authorized to fill vacancies.

2. The Credentials Committee will also report all contests, with full particulars. Such contests will be referred to the Committee on Contests for final action.

VIII. DIVISION OF DEPARTMENT BY DISTRICTS FOR PURPOSE OF THE BUSINESS OF THE CONVENTION.

1. For the purpose of the business of the Convention, Massachusetts is divided into nine districts. A district delegation is composed of all the delegates from all the Posts within a district. Each district is composed of counties, as indicated below.

2. Each district delegation should select a chairman and a secretary who shall remain as its officers during the sessions of the Convention.

IX. SELECTION OF COMMITTEES.

The following committees will be selected: Contests, Credentials, and Constitution and By-Laws.

Supplementary bulletins, containing instructions to delegates and arrangements for the Convention, will be issued from time to time.
