UNITED STATES SENATE,

COMMITTEE ON FOREIGN RELATIONS,

Washington, D.C.

The committee met in executive session at 10:30 a.m. to continue onsideration of the Mutual Security program.

Present: Chairman Wiley, Senators Smith, Ferguson, Knowland, parkman, Gillette, Humphrey, and Mansfield. Secretary of Defense Charles E. Wilson testified.

The committee recessed at 12:50 p.m., to meet again at 2:30 p.m. Present at the afternoon executive session: Chairman Wiley, Senaors Smith, Hickenlooper, Sparkman, Gillette, Humphrey, and Manseld.

General Omar N. Bradley, Chairman, Joint Chiefs of Staff testified. For record of proceedings, see printed hearing.

[During the meeting, the chairman called the members' attention o the nomination of Horace A. Hildreth of Maine, to be Ambassador o Pakistan, which is pending before the committee. Senator Smith uggested that Mr. Hildreth come before the committee. The chairan agreed to have him appear Tuesday morning, May 12.]

The committee recessed at 4:45 p.m. to meet again on Friday, lay 9.

The committee met at 11 a.m. in executive session in the committee room to continue consideration of the Mutual Security program. Present: Chairman Wiley, Senators Smith, Hickenlooper, George, Fulbright, Sparkman, Gillette, Humphrey, and Mansfield.

The first witness was Secretary of the Treasury George M. Humphrey.

He was followed by the Director for Mutual Security, Harold E. Stassen.

The subcommittee on Overseas Information Programs met in execuve session at 2:15 p.m. in the Foreign Relations Committee room. Present: Senators Hickenlooper (Chairman), Wiley, Mundt, Fulright, and Hill.

A draft statement on the administration of the information and exmange programs, and the further operations of the subcommittee, ere discussed.

COMMITTEE ON FOREIGN RELATIONS,

The committee met in executive session at 10 a.m. to continue consideration of the Mutual Security program.

Present: Chairman Wiley, Senators Smith, Taft, Knowland, George, Gillette, Mansfield.

The witnesses were: Assistant Secretary of State Livingston T. Merchant, C. Tyler Wood, Associate Director, Mutual Security Agency, D. A. Fitzgerald, Deputy to the Director for Mutual Security. Maj. Gen. George C. Stewart, Director, Office of Military Assistance, Office of the Secretary of Defense.

The committee recessed at 1:15 p.m. to meet again at 2:15 the same day.

Present at the afternoon meeting: Chairman Wiley and Senator George.

The same witnesses testified.

TUESDAY, MAY 12, 1953

UNITED STATES SENATE, COMMITTEE ON FOREIGN RELATIONS, Washington, D.C.

The committee met in executive session at 10 a.m. in the committee

room.

Present: Chairman Wiley, Senators Smith, Ferguson, Knowland, George, Gillette, and Mansfield.

The committee considered first the nomination of Horace A. Hildreth of Maine, to be Ambassador to Pakistan. This part of the hearing was in open session, during which time Mr. Hildreth testified.

Following his appearance, the committee voted without objection to report Mr. Hildreth's nomination favorably to the Senate.

The committee then proceeded to consider further the mutual assistance program. Witnesses were: C. Tyler Wood, Associate Director, Mutual Security Agency, D. A. Fitgerald, Office of the Director for Mutual Security and Maj. Gen. George C. Stewart, Director, Office of Military Assistance, Office of the Secretary of Defense.

The committee recessed at 12:45 p.m. to meet again at 2 p.m.

Present at the afternoon meeting: Chairman Wiley, Senators Smith, Ferguson, and Mansfield.

The committee recessed at 4:30 p.m. to meet again on Wednesday, May 13 at 2 p.m.

[In connection with the nomination of Mr. Hildreth the Chairman. instructed that absent members of the committee be polled. The following voted to report the nomination: Senators Taft, Langer, Fulbright. The offices of Senators Hickenlooper, Tobey, Green, Sparkman, and Humphrey reported these members as being out of the city.] (401)
