THURSDAY, JULY 16, 1953

UNITED STATES SENATE,
COMMITTEE ON FOREIGN RELATIONS,

Washington, D.C. The subcommittee appointed to consider S. Con. Res. 27 and S. Con. Res. 32 met at 2:30 p.m. in the committee room.

Members of the subcommittee are: Senator Smith of New Jersey, chairman, Senators Hickenlooper, Knowland, Green, Sparkman, and Gillette.

Present: Senators Smith, Green, Sparkman, and Gillette. Chair man Wiley also attended the meeting, as did Senators Flanders and Jackson.

The subcommittee discussed the desirability of holding hearings on the two resolutions. No decision was reached as some members were favorable to such a proposal and others were opposed to it No official transcript was held of the meeting.

The subcommittee adjourned at 3:30 p.m.

The committee met in executive session at 10:30 a.m. in the comttee room. Present: Chairman Wiley, Senators Smith, Hickenlooper, Green, arkman, Gillette, Humphrey, and Mansfield.

The committee considered the following Commercial Treaties: ecutive R, 82d, 1st session, Treaty of Friendship, Commerce, and vigation with Israel; Executive F, 82d, 2d session, Treaty of nity, Economic Relations with Ethiopia; Executive H, 82d, 2d, sion, Treaty supplementing the Agreement of Friendship, Comrce, and Navigation with Italy; Executive I, 82d, 2d session, eaty of Friendship, Commerce and Navigation with Denmark; ecutive J, 82d, 2d session, Treaty of Friendship, Commerce and vigation with Greece; Executive N, 83d, 1st session, Agreement th Germany concerning the application of the Treaty with ermany; Executive O, 83d, 1st session, Treaty of Friendship, mmerce and Navigation with Japan.

These treaties were ordered reported by a voice vote. Certain servations were attached to some of the treaties.

The committee then considered S.J. Res. 96, proposing a Comssion on International Telecommunication. Major Henry Holthus, special consultant to the subcommittee on overseas information ogams, of which Senator Hickenlooper is chairman, testified in nnection with the resolution. It was ordered reported by voice te, with certain amendments.

TUESDAY, JULY 21, 1953

COMMITTEE ON FOREIGN RELATIONS,

Washington, D.C. The committee met in executive session at 10 a.m. in the c mittee room.

Present: Chairman Wiley, Senators Hickenlooper, Tobey, F guson, Green, Fulbright, Sparkman, Gillette, Humphrey. Mansfield.

The committee considered first the nomination of Joseph Simons of Minnesota, to be Ambassador to Ethiopia. Mr. Simonson: peared before the committee, following which the committee order his nomination reported by a voice vote.

The nomination of Jesse D. Locker, of Ohio, to be Ambassade Liberia was considered next. Mr. Locker appeared before committee, following which his nomination was ordered reported a voice vote.

Executive L, 83d Congress, 1st session, a Protocol Prolonging International Agreement Regarding the Regulation and Mark of Sugar, was the next order of business. Following some discus it was ordered reported without objection.

H.J. Res. 253, amending the legislation creating the Ni! Falls Bridge Commission, was considered next. Congressman liam E. Miller of New York, sponsor of the resolution, was pr and testified in support of it. It was ordered reported without jection.

Executive P, 83d Congress, 1st session, the Convention Canada for Preservation of the Halibut Fishery of the Nort Pacific Ocean and Bering Sea, was considered next. The conver was ordered reported without objection.

Executive A, 82d Congress, 1st session, The North Atlantic gional Broadcasting Agreement, was the next order of busi This treaty was referred to the full committee without recommen tion by the subcommittee which had it in charge and which hearings on the matter. Senator Tobey is chairman of the submittee and the members are Senators Langer, Ferguson, Fulbr and Mansfield. Chairman Hyde of the Federal Communicat Commission appeared in support of ratification. No action taken by the committee.

A discussion took place on the matter of a resolution which uld provide funds for the use of the committee for travel. A tion by Senator Fulbright to request that $50,000 be requested • this amount was agreed to and was carried unanimously. A request that Senator Green accompany a group of members of › Senate Committee on Insular Affairs on a trip to Alaska was reed to. Senator Sparkman moved that Senator Green be auorized to proceed to Alaska, the expenses to be paid from the mmittee fund of the Foreign Relations Committee. The motion is adopted unanimously.

Washington, D.C. The subcommittee appointed to consider S.J. Res. 12, introduced by Mrs. Smith of Maine (for herself and Senator Payne), to provide for a survey of the proposed Passamaquody tidal power project, met at 2:30 p.m. in the Foreign Relations Committee

room.

Subcommittee members are: Senator Tobey, chairman, Senators Langer, Ferguson, Sparkman, Humphrey, and Mansfield.

Present: Senator Tobey and Senator Sparkman. Chairman Wiley also attended the meeting.

The subcommittee decided to await the completion of hearings being held in the House on a similar resolution. No date was set for a further meeting.
