THURSDAY, JULY 16, 1953

UNITED STATES SENATE,

COMMITTEE ON FOREIGN RELATIONS,

Washington, D.C. The subcommittee appointed to consider S. Con. Res. 27 and S. Con. Res. 32 met at 2:30 p.m. in the committee room.

Members of the subcommittee are: Senator Smith of New Jersey. chairman, Senators Hickenlooper, Knowland, Green, Sparkman. and Gillette.

Present: Senators Smith, Green, Sparkman, and Gillette. Chairman Wiley also attended the meeting, as did Senators Flanders and Jackson.

The subcommittee discussed the desirability of holding hearings on the two resolutions. No decision was reached as some members were favorable to such a proposal and others were opposed to it No oficial transcript was held of the meeting.

The subcommittee adjourned at 3:30 p.m.

The committee met in executive session at 10:30 a.m. in the com

ittee room. Present: Chairman Wiley, Senators Smith, Hickenlooper, Green, parkman, Gillette, Humphrey, and Mansfield.

The committee considered the following Commercial Treaties: xecutive R, 82d, 1st session, Treaty of Friendship, Commerce, and avigation with Israel; Executive F, 82d, 2d session, Treaty of mity, Economic Relations with Ethiopia; Executive H, 82d, 2d, ession, Treaty supplementing the Agreement of Friendship, Comerce, and Navigation with Italy; Executive I, 82d, 2d session, 'reaty of Friendship, Commerce and Navigation with Denmark; Executive J, 82d, 2d session, Treaty of Friendship, Commerce and avigation with Greece; Executive N, 83d, 1st session, Agreement with Germany concerning the application of the Treaty with Germany; Executive O, 83d, 1st session, Treaty of Friendship, Commerce and Navigation with Japan.

These treaties were ordered reported by a voice vote. Certain eservations were attached to some of the treaties.

The committee then considered S.J. Res. 96, proposing a Commission on International Telecommunication. Major Henry Holthusn, special consultant to the subcommittee on overseas information progams, of which Senator Hickenlooper is chairman, testified in connection with the resolution. It was ordered reported by voice vote, with certain amendments.

The committee adjourned at 12 o'clock noon.

TUESDAY, JULY 21, 1953

UNITED STATES SENATE,

COMMITTEE ON FOREIGN RELATIONS,

Washington, D.C.

The committee met in executive session at 10 a.m. in the committee room.

Present: Chairman Wiley, Senators Hickenlooper, Tobey, Ferguson, Green, Fulbright, Sparkman, Gillette, Humphrey, and Mansfield.

The committee considered first the nomination of Joseph Simonson of Minnesota, to be Ambassador to Ethiopia. Mr. Simonson appeared before the committee, following which the committee ordered his nomination reported by a voice vote.

The nomination of Jesse D. Locker, of Ohio, to be Ambassador to Liberia was considered next. Mr. Locker appeared before the committee, following which his nomination was ordered reported by a voice vote.

Executive L, 83d Congress, 1st session, a Protocol Prolonging the International Agreement Regarding the Regulation and Marketing of Sugar, was the next order of business. Following some discussion it was ordered reported without objection.

H.J. Res. 253, amending the legislation creating the Niagara Falls Bridge Commission, was considered next. Congressman William E. Miller of New York, sponsor of the resolution, was present and testified in support of it. It was ordered reported without objection.

Executive P, 83d Congress, 1st session, the Convention with Canada for Preservation of the Halibut Fishery of the Northern Pacific Ocean and Bering Sea, was considered next. The convention was ordered reported without objection.

Executive A, 82d Congress, 1st session, The North Atlantic Regional Broadcasting Agreement, was the next order of business. This treaty was referred to the full committee without recommendation by the subcommittee which had it in charge and which held hearings on the matter. Senator Tobey is chairman of the subcommittee and the members are Senators Langer, Ferguson, Fulbright, and Mansfield. Chairman Hyde of the Federal Communications Commission appeared in support of ratification. No action was taken by the committee.
