Mr. PAUL. It is good you called my attention to that, but it seems from what we discussed already they are devoting too much to military expenditures, and we are devoting too much by comparison with the rest of Africa to military assistance.

Mr. NEWSOM. I would not say we would agree with the conclusion stated that way. We might feel and wish that there was greater emphasis on economic development, but given the situation in which the Emperor and his government feel themselves, the priorities that they have placed upon it to achieve the objectives we have, the present mix seems required.

Mr. PAUL. Finally, Ambassador, do the Ethiopians follow any of our other negotiations for base rights such as Spain in determining their own policy?

Mr. NEWSOM. I noted in the conversations which you had in Ethiopia that the comment was made that they did follow the Spanish negotiations and others. I had seen no indication of that, and that must be something that they notice out there.

Mr. PAUL. That is all I have, Mr. Chairman.

Senator SYMINGTON. Thank you very much for coming, gentlemen, I appreciate it.

Mr. NEWSOM. Thank you, Mr. Chairman.
