Mr. PORTER. Yes, Mr. Chairman, I have.

Senator SYMINGTON. Would you like to read it?

Mr. PORTER. If you wish, sir.

Senator SYMINGTON. Will you proceed?

Mr. PAUL. Could I suggest that Ambassador Porter read the portion of his statement at this time that deals with basic agreements and commitments, which I think would be just pages (1703) through (1704) and the paragraph in the middle of page (1705).

Senator SYMINGTON. Mr. Ambassador, it will all be made part of the record, a continuous presentation.

Mr. PORTER. I understand, Mr. Chairman. May I proceed?
