The subcommittee met in executive session at 11 a.m., in room F-53, Capitol.

Present: Senator Sparkman (subcommittee chairman), and Senators Humphrey, Gore, Lausche, Wiley, Aiken, Carlson, and Fulbright.

The subcommittee was briefed on the situation in the U.S.S.R. by Ambassador Charles Bohlen and Foy Kohler, Assistant Secretary of State for European Affairs.

The committee met in executive session at 3:30 p.m., in room F53, Capitol.

Present: Senator Sparkman (acting chairman), and Senator Aiken.

Without objection, and subject to the polling of the members, it was agreed unanimously to report the nominations of William S. Gaud to be Assistant Administrator for the Near East and South Asia, Agency for International Development; Edmond C. Hutchinson, to be Assistant Administrator for Africa and Europe, AID; Seymour J. Janow, to be Assistant Administrator for the Far East, AID; Teodoro Moscoso, to be Assistant Administrator for Latin America, AID; Robert McClintock, to be Ambassador to Argentina; Adlai E. Stevenson, Francis T. P. Plimpton, Charles W. Yost, Philip M. Klutznick, and Jonathan B. Bingham, to be U.S. Representatives to the United Nations; C. Allan Stewart to be Ambassador to Venezuela; and John M. Steeves, to be Ambassador to Afghanistan. The nomination of Vice Admiral Edward Nelson Parker, to be Assistant Director, U.S. Arms Control and Disarmament Agency, was put over until he could appear before the committee, at the request of Senator Symington.
