The American Legion itself was incorporated by an act of Congress approved' September 16, 1919; its first national convention was held in Minneapolis, . Minn., on November 11, 1919, and at that time you gentlemen will recall that there were some 55 bills before Congress providing for what was then called a bonus. The entire coterie of bills were finally referred to the Ways and Means Committee, and the chairman of this committee requested the American Legion to attend a conference and discuss the best means to meet this situation.

We had at that time a temporary organization. We met in Washington; we went over the matter very carefully and we prepared a fourfold optional bill, which was referred to the Ways and Means Committee and at that time introduced by the chairman, Mr. Fordney. That bill eventually was passed upon by the Ways and Means Committee, and the fifth additional option, known as the adjusted service certificate was included. It was reported favorably by your committee and passed by the House in May, 1920. It has twice been reported favorably by the Senate Finance Committee, and once re committed from the Senate and action temporarily delayed upon it.
