reign, all the faid duties fo granted, continued, or made payable for ever, together with the furplus which should from time to time arife of or from the other half of the fubfidy of tonnage and poundage laft mentioned Cover and above eighty thousand pounds per annum, formerly charged thereupon for payment of annuities) and divers arrears and other fums of money or revenues, more largely defcribed in the faid first mentioned act 7 Ann. c. 7. of the feventh year of ber Majefty's reign, are made a general fund or fecurity, and appropriated as well for fatisfying and paying, from time to time, all the monies which should be due or payable for intereft, after the rate of two pence per centum per diem, and for the faid allowance of three pounds per centum per annum, for all the bills made out, or tỏ be made out, upon the faid all of the twelfth year, or any the former alts before mentioned, and all the monies which should grow due upon the faid yearly fums of forty five thousand pounds, and eight thousand pounds, as alfo for or towards raising fuch a yearly fum as is after mentioned, for paying off and cancelling all the faid bills and by the faid aft of the twelfth year of ber Majefty's reign, it was enacted, That after pay- 12Ann, stat.z. ing or referving fufficient to pay, from time to time, fo much as bould c. 11. be grown due, or demandable for the faid interest of two pence per centum per diem, and allowance of three pounds per centum per annum, then the monies which should, from time to time, be grown due to the Jaid governor and company, and their fucceffors, upon their faid other gearly allowances of eight thousand pounds, and forty five thousand pounds from the refpettive times therein mentioned, bould quarterly be paid out of the monies arifing by the faid duties and revenues; and that after paying or referving fufficient to pay fo much as should, from time to time, be incurred and grown due, for and upon the faid intereft, after the rate of two pence per centum per diem, and the faid feveral allowances after the rate of three pounds per centum per annum, eight thoufand pounds per annum, and forty five thousand pounds per annum, (which were always to be preferred in point of payment) the full and entire yearly fum of two bundred and feventy thousand nine bundred ninety nine pounds feven fbillings (comprehending therein the yearly fum of two bundred thousand pounds mentioned in the faid former acts, or fame of thent) or fo much of the faid yearly fum of two hundred and feventy thou fand nine bundred ninety nine pounds feden fbillings, as the remainder of the faid fund fhould from time to time produce for that purpose, fhould be, and is thereby appropriated for paying off all the principal money contained and to be contained in all and every the Exchequer bills, made. forth, and to be made forth, by or in purfuance of that and the faid former afts, or any of them, and for cancelling the fame, until all the faid bills fball be difcharged and cancelled; and by the fame att it was provided and enacted, That from and after the complete paying off and difcharging all the principal and intereft which should be due on the faid Exchequer bills iffued and to be iffued in pursuance of that and the faid other acts, and cancelling all the fame bills, and full fatisfaction made of all ar rearages (if any should be then due) as well of the faid allowance after the rate of three pounds per centum per annum, as alfo of the faid yearly fums of forty five thousand pounds, and eight thousand pounds, or either of them, then, and not till then, the feveral fubfidies, duties and revenues, fettled or appropriated, as well for payment of the faid intereft of two pence per centum per diem, and the faid allowance after the rate of three pounds per centum per annum, and the faid yearly fums

of forty five thousand pounds and eight thousand pounds, as also for raifing the faid yearly fum of two bundred and feventy thousand nine bundred ninety nine pounds and feven fillings, and every of them, bould be understood to be redeemed by parliament, and should not be issued, paid or applied to any ufe, intent or purpose whatsoever, without the authority of parliament, as in and by the feveral acts above recited or mentioned (amongst divers other clauses, matters and things therein contained) relation being thereunto refpectively bad, may more fully appear: and whereas all the bills which were iffued upon the faid feveral alts (including the quarterly bills before-mentioned) did amount in the whole to four millions fix hundred feventy-fix thoufand eight bundred and twelve pounds and ten fbillings; and fince the faid duties or revenues bave taken effect, as many of the bills fo iffued, as amounted to one bundred and fifteen thousand feven hundred eighty-feven pounds and ten billings, have been (pursuant to the faid aft of the twelfth year of her late Majefty's reign) paid off and cancelled, fo that the bills made forth upon the faid feveral acts which are standing out, or do remain uncancelled or undifcharged, upon the eleventh day of July one thousand seven bundred and fifteen, do amount to the fum of four millions five bundred fixty-one thousand and twenty-five pounds, or thereabouts: and whereas we your Majesty's most dutiful and loyal fubjects, the commons of Great Britain in parliament affembled, being justly fenfible of the ineftimable blessings which your fubjects do enjoy under your Majesty's aufpicious government, and the good profpect of continuing thofe bleffings to your said subjects, and their pofterities, under your Majefty and your royal offspring, are defirous that a fufficient provifion may be fettled by the most eafy and effectual ways and means, for enabling your Majefty to fupport the dignity of the crown, and to make an bonourable provifion for your royal family, and bave therefore refolved, that there be granted to your Majefty, during your life, (which God long preferve) an additional revenue of one bundred and twenty thousand pounds per annum, which together with the neat produce of the branches fettled for the uses of your Majesty's civil gopernment by the late act of parliament in that behalf, may make up the clear yearly fum of feven hundred thousand pounds, for the service of your Majefty's boufbold and family, and other your neceffary expences and occafions: and your faid commons of Great Britain are alfo defirous, That a fum not exceeding nine bundred and ten thousand pounds may be raised (by the like eafy and effectual ways and means) as part of the necessary Jupply by them granted for the fervice of your Majesty's navy and forces, and other your Majesty's publick occafions: and your Majesty's faid commons finding, that upon enlarging or augmenting the faid prefent fund and fecurity of the faid governor and company of the bank of England, by fuch additional revenues and incomes as are berein after granted, continued and appropriated, and making fuch enlarged or augmented fund and fecurity liable, in the first place, to fatisfy all monies which sball, from time to time be incurred and grown due, as well for and upon the Jaid intereft of two pence per centum per diem, as the faid allowance of three pounds per centum per annum; and in the next place, to fatisfy all monies which fhall from time to time be incurred and grown due for and upon the faid other allowances of forty-five thousand pounds per annum, and eight thousand pounds per annum, (the faid intereft and feveral allowances being always to be preferred in payment, as aforefaid, accor ding to the tenor and true meaning of this and the faid former alts) they

the faid governor and company of the bank of England, are willing for accommodating your Majesty's affairs, that out of the refidue or remainder of fuch enlarged or augmented fund, the yearly fum of one bundred 120,000l. per and twenty thousand pounds, by quarterly payments, fball and may be annum to be taken and applied for the fervice of your Majesty's boufbold and family, applied for the and other your neceflary expences and occafions; and that after paying or referving fufficient to pay fuch monies as fball, from time to time be incurred and grown due, for or upon the faid yearly fum of one bundred and twenty thousand pounds, then the further yearly fum of fifty-four thousand fix bundred pounds, by like quarterly payments, ball and may be taken and applied out of the faid refidue or remainder of the faid enlarged or augmented fund, in order to raise any fum or fums of money, not exceeding nine bundred and ten thousand pounds, for fuch publick fer- 910,000l. for vices, as aforefaid; and that after paying or reserving fufficient to pay publick serfo much as fball, from time to time, be incurred and grown due for or upon the faid yearly fums of one hundred and twenty thousand pounds, and fifty-four thousand fix bundred pounds, and either of them, out of the faid refidue or remainder of fuch enlarged or augmented fund, then the abovejaid yearly fum of two bundred and feventy thousand nine bundred ninety-nine pounds and feven fbillings, or so much thereof, as the said refidue or remainder of fuch enlarged or augmented fund fball, from time to time, produce for that purpose, fball and may be appropriated for paying off all the principal money contained in all and every the faid Exchequer-bills remaining, and which ball from time to time remain uncancelled or undifcharged, and for cancelling the fame, until all the faid bills fhall be cancelled and difcharged. Provided always, That in cafe at Deficiencies, any time or times there fball happen to be any deficiency or deficiencies to how to be made good. make good the payments of the original fund of one hundred thousand pounds per annum of the faid governor and company, specified in the faid first mentioned alt of the feventh year of her late Majefty's reign, and of their yearly annuity of one hundred and fix thousand five hundred and one pounds thirteen fbillings and five pence, in the fame act Specified, or either of them, then and fo often, all and every fuch deficiency and deficiencies fball and may, from time to time, be fatisfied and made good out of the faid refidue or remainder of fuch enlarged or augmented fund, as aforeJaid, with preference to any iffues thereafter to be made for cancelling any of the faid Exchequer-bills: now for the making up, fettling and establifbing a good, fure and complete fund, fufficient to answer all the ends and purpales by this aft intended, by making all the payments which shall, from time to time, be incurred or grown due (in the order and courfe bereby prefcribed) as well for and upon the faid intereft, and feveral allowan

coffee, &c. and age, and the faid duties upon coffee, cocoa-nuts, chocolate, the one half cocoa-pafte, tea, nutmegs, cinnamon, cloves, mace, pictures fublidy,7 Ann. and mullins, and the faid increased duties upon coffee, cocoaC. 7. thall be part of the nuts, chocolate, cocoa-paste, tea, nutmegs, cinnamon, cloves, general fund mace, and pictures, and the faid further rates or duties upon for the ufes of all white callicoes, porcelan, commonly called China ware, and drugs, and the aforefaid half fubfidy of tonnage and poundage, which were all granted to her faid late Majefty, her heirs and fucceffors for ever, by the faid first mentioned act of the feventh year of her reign, and the excefs or furplus, which shall from time to time arife by the faid other moiety or half of the faid fubfidy of tonnage and poundage, which was granted for the term of ninety fix years, from the laft day of July one thousand feven hundred and twelve, and charged with eighty thousand pounds per annum, for payment of annuities, and all other revenues, remains and arrears whatsoever, which by the faid act of the twelfth year of her faid late Majefty's reign were appropriated for payment of intereft and allowances relating to the Exchequer bills, or towards cancelling the fame, fubject to fuch redemption as was thereby prefcribed, fhall be, and fhall be deemed and taken, and are hereby enacted and declared to be part of the general fund, and fecurity by this act established and intended to be established, for all the ufes and purposes in this act expreffed, and fhall be fubject to fuch redemption as in this act is prescribed, and not otherwife; the faid former acts or any of them, or any claufe, matter or thing in them, or any of them, contained to the contrary in any wise notwithstanding.

II. And to the end there may be no failure or defect in the faid general fund hereby intended to be established, his Majefty's faid dutiful and loyal fubjects, the commons of Great Britain in parliament affembled, have given and granted, and by this act do give and grant to his Majefty, his heirs and fucceffors for ever, the feveral additional revenues and incomes herein after more particularly expreffed, and do most humbly befeech his Majefty, that it may be enacted; and be it enacted by the authority aforefaid, in manner following, that is to fay, Whereas by an act of parliament of the fixth year of 6 Ann. c.11. her faid late Majefty's reign, intituled, An act for continuing one half part of the fubfidies of tonnage and poundage, and other duties upon wines, goods, and merchandizes imported, which were granted to the crown in the twelfth year of the reign of King Charles the Second, and for fettling a fund thereby, and by other ways and means, for payment of annuities, not exceeding eighty thousand pounds per annum, to be fold for raising a further supply to her Majefty, for the fervice of the year one thousand feven hundred and eight, and other uses therein expressed, it was enacted, That there should be railed and levied, for and upon all wines, goods, and merchandizes, which at any time or times, from and after the faid laft day of July one thoufand feven hundred and twelve, within or during the term of ninety fix years, from thence next and im mediately enfuing, fhould be imported or brought into Great Britain,

Britain, one moiety or half-part of the fubfidies, duties, and fums of money therein mentioned, or thereby referred to; (except as therein is excepted): now it is hereby enacted by the authority aforefaid, That there fhall be raifed, levied, collected, and paid to his Majefty, his heirs and fucceffors for ever, for and upon all wines, goods and merchandizes, which at any time or times, from and after the determination of the faid term of ninety fix years, fhall be imported or brought into Great Britain, the like moiety or half-part of the like fubfidies, duties, and fums of money (except as in and by the faid act of the fixth year of her late Majefty's reign, or any other act or acts of parliament in relation to the faid half-fubfidy, is excepted) and fhall be collected, levied, and paid by fuch ways and means, and under fuch penalties and forfeitures, and fubject to fuch drawbacks and allowances, and in fuch manner and form, as by the faid act of the fixth year of her Majefty's reign, or any other act relating thereunto, is preferibed, for raifing and levy.. ing the faid half-fubfidy, during the term aforefaid; and that all the monies which, after the determination of the faid term of ninety fix years, fhall arife, of or for the faid moiety or halfpart of the faid fubfidy and duties hereby intended to be continued, and all the arrears of the faid half-fubfidy which fhall or may arife by virtue of the grant thereof, during the term aforesaid, after all the annuities and payments charged thereupon fhall be fully paid off and determined, or money fufficient fhall be referved for that purpose (the neceffary charges of management always excepted) fhall be brought and paid, from time to time, into the receipt of the Exchequer, for the purpofes in this act expreffed, and fubject to fuch redemption as is hereby prescribed concerning the fame.

III. And whereas by an act of parliament made and passed in the Additional feventh year of the reign of his late majesty King William the Third duties on French goods, (of glorious memory) intituled, An act for granting to his Majesty 7&8W.3.c.20. an additional duty upon all French goods and merchandizes, certain additional duties were laid on French wines, brandy, vinégar, and other goods of the growth, product, or manufacture of France, imported from and after the twenty eighth day of February one thousand fix hundred ninety fix, for the term of one and twenty years, and from thence to the end of the next feffion of parliament; be it further enacted by the authority aforefaid, That the faid Made perpetual, additional duties upon French wines, goods, and merchandizes, impofed by the act laft mentioned, after the determination of that act, fhall have continuance and be paid and payable to his Majefty, his heirs and fucceffors for ever, and fhall be collected, levied, and paid, by fuch ways and means, and fubject to fuch penalties and forfeitures, and in such manner and form, as the faid additional duties by the act laft mentioned, or by any other act relating thereunto, are appointed to be raised or levied; and that all the monies which, from and after the feastday of Saint Michael the Archangel in the year of our Lord one thousand seven hundred and fifteen, fhall arife of or for the faid additional
