The House of Delegates was called to order by HARRY R. HOUSTON, Speaker, at twelve o'clock noon.

Prayer by Rev. W. A. McIlwaine, of the Southern Presbyterian Church, Japanese Mission.

I transmit herewith a copy of the Proclamation by the Governor calling a Special Session of the General Assembly, to convene at 12 o'clock noon, on Wednesday, the thirteenth day of August, 1919.

A PROCLAMATION BY THE GOVERNOR OF VIRGINIA. Whereas, application in writing, under the signatures of a number greater than two-thirds of the members of both houses of the General Assembly of Virginia, has been made to the Governor, as of June 17, 1919, in accordance with the provisions of section 73 of the Constitution of Virginia, to convene the General Assembly in special session as soon as practicable for the purpose of making proper provision for securing for the Commonwealth of Virginia its allotment of the Federal-Aid Road Funds, which have been appropriated by the Congress of the United States, under the acts approved July 11, 1916, and February 28, 1919, respectively; now, Therefore, I, Westmoreland Davis, Governor of Virginia, in pursuance of the Constitution and laws of the Commonwealth of Virginia, do hereby summon the members of the Senate and of the House of Delegates, constituting the General Assembly of the Commonwealth of Virginia, to convene in extra session at their respective chambers in the Capitol, at Richmond, at twelve o'clock noon on Wednesday, the thirteenth day of August, 1919.

Given under my hand, and under the Lesser Seal of the Commonwealth, at Richmond, this seventeenth day of June, in the year of our Lord one thousand nine hundred and nineteen, and in the one hundred and fortythird year of the Commonwealth.

SIR:

As required by law, I herewith respectfully transmit the following names of members-elect of the House of Delegates who have been elected to fill vacancies in that body, as ascertained and determined by the Board of State Canvassers at their meeting held Monday, August 11, 1919, the official record of which is on file in my office.

Robert F. Hutcheson, for the county of Charlotte, to fill the vacancy caused by the resignation of Hon. B. D. Adams.

J. W. C. Catlett, for the county of Gloucester, to fill the vacancy caused by the death of Hon. J. N. Stubbs.

Thomas W. Mitchell, for the county of Grayson, to fill the vacancy caused by the resignation of Hon. M. O. Cornett.

Mayo C. Brown, for the city of Lynchburg, to fill the vacancy caused by the death of Hon. Preston H. Bailey.

W. L. Joyce, for the county of Patrick, to fill the vacancy caused by the death of Hon. R. S. Martin.

Ordered that MR. CHERRY inform the Senate that the House is ready on its part to proceed to business.

A message was received from the Senate, by MR. HOLT, who informed the House that the Senate was ready on its part to proceed to business.

MR. BREWER offered the following resolution:

Resolved by the House of Delegates (the Senate concurring), That a committee be appointed, composed of five on the part of the House of Delegates and three on the part of the Senate, to notify the Governor that the General Assembly of Virginia is duly organized, and ready to receive any communication that he may desire to make; which was agreed to.

Ordered that MR. BREWER carry the joint resolution to the Senate and request their concurrence.

A message was received from the Senate, by MR. WALKER, who informed the House that the Senate had agreed to the joint resolution.

The Speaker appointed MESSRS. BREWER, HALL, of Loudoun, PRICE, CUTHRIELL and CHASE the committee on the part of the House.

The committee subsequently reported that they had waited upon the Governor, who stated that he would be pleased to address the joint assembly.

MR. BREWER offered the following joint resolution:

Resolved by the House of Delegates (the Senate concurring), That the General Asesmbly meet this day at 12:40 o'clock in joint session to receive the Governor of Virginia and such communications as he may desire to make, and that the rules for the government of the Senate and House of Delegates when convened in joint assembly for such purposes shall be as follows:

At the hour fixed for the meeting of the joint assembly. accompanied by the President and Clerk of the Senate, the Senators shall proceed to the hall of the House of Delegates and shall be received by the delegates standing. Appropriate seats shall be assigned to the Senators by the sergeant-at-arms of the House. The Speaker of the House shall assign an appropriate seat for the President of the Senate.

2. The Speaker of the House shall be President of the joint assembly. In case it shall be necessary for him to vacate the chair, his place shall be taken by the President of the Senate, or in his absence, by such member of the joint assembly as the Speaker may designate.

3. The Clerk of the House shall be the clerk of the joint assembly, and shall be assisted by the Clerk of the Senate. He shall enter the proceedings of the joint assembly in the Journal of the House and shall certify a copy of the same to the Clerk of the Senate. who shall enter the same on the Journal of the Senate.
