REGULAR ARMY COMMISSIONED OFFICERS; PERMANENT PROMOTION. The table below shows the "grade distribution" prescribed by statute for Regular Army commissioned officers. The numbers given may not be

exceeded except as provided in Title 10, U. S. Code, Sec. 3299. The last six entries in the table are for the branches that have separate promotion lists of their own; the first entry is for the remainder of the Army.

Officers may be advanced in permanent grade at earlier periods than the above table indicates, if vacancies exist and the Secretary of the Army deems it desirable to fill them by early advancement.

The permanent promotion of a 2d lieutenant to 1st lieutenant, after the 3 years prescribed above, is automatic unless he is found not fully qualified. (To determine this point his record is screened before the completion of the 3-year period.) For permanent promotion to the grades of captain, major, and lieutenant colonel, an officer must be selected by a board. Any officer not selected by two consecutive boards is eliminated.

A Regular officer in the permanent grade of lieutenant colonel, who has not been selected for promotion to the permanent grade of colonel before completing 28 years of service, is retired. A Regular officer in the permanent grade of colonel or brigadier general, who has not been selected for promotion to a higher permanent grade after serving 5 years in grade and completing 30 years of service, is retired unless he is a brigadier general approved for retention until age 60. A Regular officer in the permanent grade of major general is retired after serving 5 years in grade and completing 35 years of service, unless he is approved for retention to the age of 60 (or 64).

CERS; PERMANENT PROMOTION. The Reserve Components of the Army are required to maintain an organization constantly manned and ready for mobilization. Therefore, permanent promotions are made in those components regardless of whether the Reserve officer is on active duty or not. Such promotions follow the procedures for Regular Army promotions. The prescribed grade distribution for the Reserves is currently under revision.

COMMISSIONED OFFICERS; TEMPORARY PROMOTION. Temporary

promotions in the Active Army are made when the size of the Army is such that the officers of the Regular Army and of the reserve on active duty do not provide the required strength in the various grades. Such promotions seek to recognize the best and most able officers serving on active duty, regardless of component, with eligibility determined by the length of active duty service in a lower grade. The temporary grade distribution for the Active Army is based on the total number of commissioned officers on active duty, in accordance with statutory limitations, and is determined in conjunction with the annual appropriation act. The selection of officers for temporary promotion to the grades of captain, major, lieutenant colonel, and colonel is accomplished by selection boards at Headquarters, Department of the Army. When possible, boards are convened on an annual basis.

The temporary promotion of 2d lieutenants to 1st lieutenants has been delegated to commanders in the field.

Regular Army Warrant Officer Selection Boards are convened each year within Headquarters, Department of the Army to consider eligible warrant officers for permanent promotion. A Board is composed of 5 Regular Army commissioned officers with permanent grades of lieutenant colonel or higher.

Selections to the two higher warrant officer grades are made on the "best qualified" basis. Under this system the Selection Board is furnished a number reflecting the maximum number that may be selected in each grade from those being considered. The maximum number may not be less than 80% of the eligibles who are to be considered for promotion for the first time.

Selection for promotion to CWO, W-2, is made on the "fully qualified" basis, with no restriction on the maximum number that may be chosen. In making its selections the Board has access to the officer's entire record. The Board's findings are not final until acted upon by the Secretary of the Army, who may approve or disapprove them in whole or in part.

Warrant officers not recommended or approved for permanent promotion are considered a second time by the Selection Board to meet in the following year. Failure of selection by the second board imposes mandatory retirement if the individual has completed 20 years active Federal service, or mandatory separation with severance pay if he has less than 18 years of service. Those with 18 years of service completed are retained until they are eligible for retirement.

WARRANT OFFICERS, RESERVE; PERMANENT PROMOTION. Procedures similar to the above are employed for the permanent promotion of Reserve warrant officers on active duty, in their reserve grades. However, promotion in a permanent reserve grade does not affect the active duty grade in which serving.

WARRANT OFFICERS, ACTIVE ARMY; TEMPORARY PROMOTION. The Secretary of the Army is authorized to effect the temporary promotion of warrant officers on active duty, under such regulations as he may prescribe. There are no specific statutory requirements. Temporary promotions are made to fill active duty grade vacancies, considering the authorized strength for the fiscal year. The eligibility criteria are identical for all warrant officers on active duty, without regard to component.

Temporary Promotion to W-3 and W-4. Unlike permanent promotions, there are no fixed time-in-grade requirements for temporary promotion to the two top grades. Selection Boards are convened each year, or as otherwise required, within Headquarters, Department of the Army, to consider all warrant officers who meet the time-in-grade criteria which may be established. The time-in-grade standard may vary from

year to year, depending upon the number of eligibles, the promotion capability, and the selection rates to be used. As in case of permanent promotion, selections are made by a board of 5 commissioned officers, using the "best qualified" method of selection. Those selected for temporary promotion are placed on Recommended Lists, in order of seniority, and promoted as vacancies occur in the appropriate grade. Failure to be selected for temporary promotion is not disqualifying from the standpoint of retention on active duty.

Temporary Promotion to CWO, W2. Authority to effect this is decentralized to major commanders in the field. They may redelegate such authority to commanders of regimental or comparable level units serving in the grade of Colonel. To be eligible for such promotion, a warrant officer, W-1 must complete 18 months service in grade, and must be considered fully qualified for the higher grade by the appropriate appointing authority. There are no vacancy requirements. The cases of warrant officers, W-1, who are not promoted to CWO, W-2, in three years are referred to an Elimination Board, to determine fitness for retention on active duty.

PROMOTION OF ENLISTED PERSONNEL. Enlisted personnel are advanced by promotion to higher NCO or specialist grades. Appointments are both temporary and permanent and are governed by AR 624-200. For both types, individuals must be in an appointable status and be recommended by their

Appointments in grades E-4 and below are made at company level without regard to quotas. Quotas for grades E-5 and above are allotted twice a year to major commanders and heads of administrative and technical services by the Department of the Army. Individuals who complete 29 years of service may be appointed to the grade next above the permanent grade currently held.

Temporary. For a temporary appointment individuals must possess a military occupational specialty with a skill digit appropriate to the higher grade, occupy a higher grade position within the unit, and have completed the following time in grade

PAY, ALLOWANCES, AND PRIVILEGES OF
ARMY PERSONNEL

THE ACTIVE ARMY

The pay, allowances, and privileges of members of the Active Army are granted to any member thereof, unless otherwise noted in this chapter. There is no differentiation in these emoluments between Regular and Reserve personnel while on active duty.

BASIC PAY. Rates of basic pay for all grades and years of service are shown in an accompanying table. Note that captains and lieutenants (grades O-3, O-2, and O-1), who have over 4 years of active enlisted service, are entitled to special rates of pay.

1 While serving as Chairman of Joint Chiefs of Staff, Chief of Staff of the Army, Chief of Naval Operations, Chief of Staff of the Air Force, or Commandant of the Marine Corps, basic pay for this grade is $1,875.00 regardless of cumulative years of service.

FLYING DUTY PAY. Extra pay for duty which requires frequent flights as a crew member is shown in an accompanying table, for all grades and years of service.

INCENTIVE PAY. Incentive pay for parachute duty, demolition duty, flight duty (not as a crew member), and certain other hazardous duties which affect few personnel provides compensation of $110 monthly for officers and warrant officers and $55 monthly for enlisted personnel.

DIVING DUTY PAY. Special pay for

diving duty performed by officers and warrant officers is $5.50 per hour for divers in actual salvage or repair operations in depths of over 90 feet, or in depths of less than 90 feet when extraordinarily hazardous conditions exist. Enlisted personnel are paid diving duty pay according to the accompanying table.
