While we are in essential agreement with the subcommittee's report on the Kudirka case, we are reluctant to endorse those assertions which concern the subjective attitudes of Admiral Ellis and Captain Brown. We agree entirely that each of these officers bears a principal measure of responsibility for the outrageous mishandling of the matter, but we are not prepared to make speculative assessments of their motives.
