Washington, D.C., February 4, 1971. This report, submitted to the Committee on Foreign Affairs by the Honorable Wayne L. Hays, chairman of the Subcommittee on State Department Organization and Foreign Operations, deals with the attempted defection of a Lithuanian seaman, Simas Kudirka.

The views in this report do not necessarily reflect the views of the membership of the Committee on Foreign Affairs. It is hoped that the report will prove useful to the Congress in the discharge of its legislative oversight functions.
