We are pleased to have before us today Gen. David A. Burchinal, Deputy Commander in Chief, U.S. Forces in Europe, and Gen. James H. Polk, Commander in Chief of the United States Army in Europe, on the subject of American forces, facilities and programs in Western Europe.

Gentlemen, it is the custom before this subcommittee to be sworn. Will you rise and raise your right hand.
