The Joint Military Intelligence College supports and encourages
research on intelligence issues that distills lessons and improves

support to policy-level and operational consumers.

This manuscript was prepared from student theses written in a DoD school
environment at the Joint Military Intelligence College from 1992 through 1996.
Therefore, the information may be dated in some instances due to the rapid
development of Peacekeeping and Humanitarian Operations during the past
few years. Additionally, the development of U.S. and UN policy regarding Oper-
ations Other Than War has changed substantially since the time some of these
theses were written. However, the academic process remains valid and the
papers provide insight, information, and a useful point of departure for the pur-
poses of the "Intelligence in Partnership" conference held at the College in
June 1997. These papers were based exclusively upon open sources available
to the general public and the views expressed are those of the authors and do
not necessarily reflect the official policy or position of the Department of
Defense or the U.S. Government.
